The Maryland pages say “licensed, registered and bonded”. That wording has been pulled from this Virginia page and replaced with the insurance claim alone, because Maryland licensing does not carry across the state line and the original reads as a Virginia credential. Routine exterior cleaning generally is not contracting under Virginia law, so a DPOR contractor licence is unlikely to be the issue. The likelier requirements are a Fairfax County BPOL business licence and State Corporation Commission registration to transact business in Virginia. Confirm what is held and the full claim goes straight back in.

It might be, and in McLean that is a more common answer than people expect. Virginia’s Chesapeake Bay Preservation Act is enforced locally through the Fairfax County Chesapeake Bay Preservation Ordinance, and it designates Resource Protection Areas along the waterways draining to the Potomac and the Chesapeake Bay.

Fairfax County defines an RPA as land with tidal wetland, tidal shore, a water body with perennial flow, connected nontidal wetland, or the buffer within 100 feet of those features. The county says plainly that RPAs exist to protect water quality and filter pollutants out of stormwater runoff, and it restricts clear-cutting and removing native vegetation to make lawn.

None of that stops you having the house cleaned. It does mean rinse water running off a back elevation on an RPA lot deserves more thought than it would elsewhere.
